Why does Elmo on Sesame Street only have two legs when his parents both have three?

Check for yourself at the very beginning of Elmo’s World during the last third of Sesame Street. In their portrait on the wall of Elmo’s apartment, shown plainly albeit briefly every weekday, their anatomy is quite obvious, among other things.
Like the ad sings to the little kiddies, "use your imagination…"
So, is there any possible subliminal suggestion which might lead one to conclude that Elmo’s parents are gay, or, worse yet, that his missing appendage indicates that Elmo has been castrated?

I do not recall having seen this picture, but if Elmo’s parents are not missing these parts and Elmo is, it may suggest that children, including undeveloped monsters, are asexual. As such, they remain as a "tabula rasa", vulnerable to being sexualized and worked upon by the system.

Two odd numbers together almost always result in an even number?
Legally, the rent control laws applying to Elmo’s apartment limit the number of legs in the household to eight. This meant that when Elmo was born, his parents faced the difficult decision to amputate one of his legs so that the family could continue to live in the neighborhood.
Ethically, this was a very tough choice, as you might imagine. How could any parent sacrifice their child’s appendage for a postage stamp sized patch of real estate? But after praying for guidance, and consulting the New York Times real estate classifieds, Elmo’s parents did the right thing.
EDIT – Elmo’s squeaky voice might be evidence that his parents have prepared him for an opera career as a castrato, but this seems unlikely. No red furry puppet has ever starred at the Met, although it seems to me that Miss Piggy once had a very successful run.
I don’t care because they are puppets…Use your imagination. maybe it’s a joke they made up to screw with you.
