You will probably hear this a lot but you should check out salvation army and goodwill. Love those places! Since you cant get the boots maybe just go barefoot and wrap your feet in flesh tone athletic bandages since walking around all night can be really unforgiving on the feet! Also you can tear and rip the clothing to make it seem a bit more detailed. Fabric paint can be used to add some details such as skulls and can be found for around a dollar at walmart. Try out some halloween makeup too! You can find special effects makeup with grease paint in cheap sets at halloween stores. A good bleeding wound makes anything fun!

For accessories you can go to the dollar store they usually sell pirate accessories around Halloween time. Including hats.
