If all the kids are about the toddler age, do things like a Halloween pinata filled with party favors rather than candy, Halloween coloring sheets, orange play dough (you can find a home made recipe for this if you’re concerned about toxicity or having enough for everyone), handing out stickers, painting little pumpkins with non-toxic paint, and letting them stick their hands in food (e.g. cooked spaghetti, peeled grapes, goopy mixtures of cornstarch, water, and food coloring). Kids at that age mainly want to experiement with the materials they are given. Just make sure that they are supervised for the messier activities.
As far as the adults, you can always get a few pumpkins and have a pumpkin-carving contest. Depending on how "into it" the adults get, you could ask them to come dressed up, or have some face paint on hand and have them paint each other’s faces. Crazy games are fun, like charades-type games or Taboo, or that see-how-many-marshmallows-will-fit-in-your-mouth game. Maybe the adults would like their own pinata? I know I sure would!
