Masks do. They cover your nose. Goggles don’t. You can see through both.

water up your nose is not that bad, and there is nothing worse when someone learned to swim with a swim mask jumps from a platform holding there nose
Goggles won’t, but swim masks with a nose cover should. Little pinchy things are also sold for this purpose. You could always just hold your nose, too.
I guess it’ll depend on the type of swim mask. Swim masks can fill with water!
Water doesn’t just come in through your nose unless you let it!

What exactly does that mean? For new swimmers and folks learning how to swim, they shouldn’t be trying to use a swim mask. It’s one thing to wear a pair of swim goggles, it’s another to be wear something that may cover your face. All you’ll end up doing is choking and swallowing water when you panic because the mask slips off your face or fills with water.
Take a water safety class from the Y, they have some beginning classes. Start with drown proofing (usually taught by the Red Cross)!
